# 10 Best AI Video Generators in 2027

*AI Video Tools*

By Nishi C, AI Video Tools Reviewer, North America · Last Update on 6th November, 2026

**Short answer:** The best AI video generator for most people heading into 2027 is Vidpal, because it turns one sentence, a script or a web page into a finished vertical video with script, voiceover, visuals and captions, and can publish it for you. Paid plans start at $19/month, and on Pro a short video costs about $0.98. For cinematic generated footage, Google's Flow, Kling and Runway lead. For a talking avatar, pick HeyGen or Synthesia.

- Footage models make 5 to 30 second clips; finished-video generators make whole posts.
- Sora is gone: OpenAI closed the app on 26 April 2026 and the API on 24 September 2026.
- Of the ten tools ranked here, only Vidpal's pages describe posting and scheduling to social accounts.

If you are shopping for the best AI video generator, know first that the phrase covers two different products. Some tools invent footage from a text prompt: a drone shot over a city, a product turning on a table. Others take an idea and hand back a whole video, with a script, a voice, pictures, captions and the right shape for a phone. Most buyers want the second kind and get sold the first.

This guide ranks ten tools across both kinds for the year ahead. The comparison relies on each tool's official pricing and help pages as they stood on 6 November 2026, and it ranks the tools on input, output, sound and captions, publishing, the free plan and the real monthly price. Plans in this category change often, so recheck before you pay.

If you mainly edit footage you already shot, read our guide to the best AI video editors for YouTubers. If you have never made a video, start with the best AI video makers for beginners.

## How we compared AI video generators

We judged every tool on six points, using only what each vendor publishes:

- **Input:** a prompt, a script, a web page, reference images or your own recordings.
- **Output:** length, aspect ratio (9:16 for Shorts, Reels and TikTok, 16:9 for YouTube) and resolution.
- **Sound:** generated audio, AI voiceover and captions.
- **Finishing and publishing:** a post-ready file or raw clips, and whether the tool can post for you.
- **Price:** entry price, what a credit buys, and free plan limits such as watermarks.

There are no star ratings here; each pick says who it suits and who should skip it. More [about Tweedsmag](https://tweedsmag.org/about-us/) is on our about page.

## What is an AI video generator? Two kinds of tool

An AI video generator is software that produces video from instructions instead of a camera, and it comes in two kinds.

A **generative video model** creates new footage, frame by frame, from a text prompt or a reference image. Google's Gemini Omni Flash, Kling, Runway's Gen-4.5, Luma's Ray3.2 and Pika's models work this way. You get a clip, usually 5 to 15 seconds, often with generated sound, but no script, narration or captions.

A **finished-video generator** starts from an idea, a script or a web page and assembles a complete video: script, AI voiceover, visuals for each line, captions and the right shape. Vidpal, InVideo and Pictory work this way, and HeyGen and Synthesia do the same with an AI presenter on screen.

With a footage model you are the editor; with a finished-video generator you are the reviewer. A 45-second Short from a footage model means a script, nine or more generated clips, a recorded voice and captions added in an editor. Vidpal's blog has a short explainer on the [difference between an AI video editor and a generator](https://www.vidpal.ai/blog/ai-video-editor-vs-generator).

![Cinema camera with a large lens and monitor rig on a tripod in a lit studio with colored lights in the background](https://tweedsmag.org/wp-content/uploads/2026/11/ai-video-generators-cinema-camera-studio-rig.jpg)

Generative video models replace the camera and the set, but not the script, the voice or the edit.

## What happened to Sora?

Sora is no longer available. [OpenAI's help article on the Sora discontinuation](https://help.openai.com/en/articles/20001152-what-to-know-about-the-sora-discontinuation) says the Sora web and app experiences closed on 26 April 2026 and the Sora API on 24 September 2026.

ChatGPT does not make video natively either (see the FAQ below), so treat any tool still selling "Sora 2" access with care, and any roundup that ranks Sora first as out of date.

## Our picks: the 10 best AI video generators for 2027

The order reflects usefulness to the widest group of buyers: people who need videos to post.

### 1\. Vidpal: best AI video generator for finished videos you can post

Vidpal is built around the finished file, not the raw clip. Give its Studio a topic, a full script or a web page address, and it writes (or takes) the narration, picks visuals for each section, adds an AI voiceover and captions, and hands back a Short, Reel or TikTok ready to upload.

- **Best for:** creators, marketers and small teams who need a steady supply of narrated, captioned videos.
- **Price:** free trial with 4 one-time credits; Starter $19/month ($12 billed yearly) for 15 videos; Pro $39/month ($23 yearly) for 40; Business $69/month ($41 yearly) for 100.
- **Watch out for:** no cinematic footage from a prompt, no talking avatars, and Studio narration captions are English.

Studio makes 30 to 90 second vertical videos, or 1 to 10 minute 16:9 videos on paid plans. The screen behind the voice can be real Pexels and Pixabay stock clips, AI images in one of 20 styles (cinematic, anime, stickman, claymation and more) or a looping gameplay background. You read and edit the script before rendering and can swap any section's picture. The AI visuals are still images with camera motion, not generated video, though an optional AI hook clip of about five seconds costs one extra credit.

Auto Reels runs on its own: you set topics or RSS feeds, it finds real stories, writes several hooks and keeps the strongest, then renders a Reel twice a day on Pro or three times on Business. With **auto-publishing** on, meaning the video goes to your connected account without you pressing post, the feed fills itself; the [AI Reels generator page](https://www.vidpal.ai/ai-reels-generator) shows the flow.

AI Clips cuts long recordings into Shorts and gives each a **virality score**, a 0-100 rating of how strong that moment is compared with the rest of the same video. Pro and Business publish or schedule to Instagram, TikTok, YouTube and LinkedIn up to 90 days ahead, and publishing costs no credits.

![Vidpal screenshot of the Auto Reels library, a grid of generated vertical Reels with bold yellow titles marked ready for review](https://tweedsmag.org/wp-content/uploads/2026/11/ai-video-generators-vidpal-auto-reels-library.jpg)

Vidpal screenshot: the Auto Reels library, where finished vertical videos wait for review before they post.

**Verdict:** the most complete pick for videos people will watch on their phones this week, with a price per video you can work out in your head.

### 2\. Google Flow and Gemini Omni Flash (formerly Veo): best for short cinematic clips with sound

Google's video generation lives in the Gemini app, Flow and the Gemini API. As of November 2026 the model is Gemini Omni Flash, which [Google's video generation page](https://gemini.google/overview/video-generation/) says replaces Veo 3.1 in the Gemini app.

- **Best for:** people already paying for a Google AI plan who want realistic clips with native audio.
- **Price:** Google AI Plus $4.99/month (limited video); Google AI Pro $19.99/month or $199.99/year with 1,000 Flow credits; Ultra from $99.99/month.
- **Watch out for:** clips are about 10 seconds in the Gemini app, and daily video limits per plan are not published.

Through the API, clips run 3 to 15 seconds, extendable to 30, in 16:9 or 9:16, at native 720p with upscaled 1080p and 4K. There are no captions and no publishing.

**Verdict:** if you already pay for Google AI Pro, start here for hook shots and **b-roll**, the supporting footage that plays under a voiceover.

### 3\. Kling: best for longer generated shots at a low entry price

Kling runs its own models, led by Kling 4.0, which advertises native 30-second generation; the plan page also advertises native 4K video.

- **Best for:** high-volume creators who want longer clips, image-to-video and motion control.
- **Price:** Standard $10/month list ($6.99 the first month, then $8.80) with 660 credits; Pro $37/month list with 3,000 credits; see [Kling's membership plans](https://kling.ai/app/membership/membership-plan) for yearly rates.
- **Watch out for:** membership credits expire a month after issue, and commercial use is for paid plans only.

Kling takes text, images, keyframes and a "Motion Control" reference video, and Kling 3.0 generates synchronized audio. No captions, no publishing.

**Verdict:** strong value for raw footage. Note that the renewal price is higher than the first charge.

### 4\. Runway: best for creative control and professional editing workflows

Runway runs its own Gen-4.5 and Aleph 2.0 models alongside third-party ones, with plugins for Premiere Pro, After Effects and DaVinci Resolve.

- **Best for:** editors, agencies and ad teams who finish shots in a professional editor.
- **Price:** 125 free one-time credits; Standard $15/month ($12 yearly); Pro $35/month ($28 yearly); Max $95/month ($76 yearly), per [Runway's pricing page](https://runway.com/pricing).
- **Watch out for:** a 5-second Gen-4.5 clip costs 60 credits, and native output is 720p.

It offers six aspect ratios, 4K upscaling, text to speech, music and a voice clone on Pro, and Runway MCP on Pro and Max lets ChatGPT or Claude generate clips with your credits. No captions or social publishing.

**Verdict:** the pick for people who edit video for a living; more tool than a social feed needs.

### 5\. InVideo: best for an AI-built draft you keep editing on a timeline

InVideo now calls itself an agentic video editor: its Agent Two builds a draft, and you refine it on a multitrack timeline with third-party models such as Seedance and Veo 3.1.

- **Best for:** people who want an AI draft as a starting point and will keep editing.
- **Price:** Starter $20/month ($10 billed yearly, 400 credits); Plus $60/month ($30 yearly); Max $250/month.
- **Watch out for:** no posting or scheduling, and credit costs can change without notice.

It takes a prompt, script, footage or article link and exports 1080p in 16:9 or 9:16, with AI voices and editable captions. Vidpal publishes its own [Vidpal vs InVideo comparison](https://www.vidpal.ai/alternatives/invideo-alternative).

**Verdict:** a capable editor with AI on top. If you want the AI to finish and post, Vidpal asks less of you.

### 6\. HeyGen: best for talking avatars and translated videos

HeyGen makes presenter videos with stock or custom AI avatars, voices your script and translates existing videos.

- **Best for:** marketers, educators and founders who want a presenter without filming themselves.
- **Price:** free (3 watermarked one-minute videos a month); Creator $29/month ($24 yearly); Pro $49/month ($41 yearly), per [HeyGen's pricing page](https://www.heygen.com/pricing).
- **Watch out for:** credit cost varies by model and length, and credits are lost when you cancel.

Paid plans make videos up to 30 minutes in 175+ languages, with voice cloning and 4K on Pro. No social publishing.

**Verdict:** the strongest all-rounder when a video needs a face that is not yours; the wrong shape for faceless narration.

### 7\. Synthesia: best for training and internal business video

Synthesia turns scripts into presenter-led videos and dubs existing ones; its Syren agent builds a video from a chat prompt in 16:9 or 9:16.

- **Best for:** training, HR, internal communications and explainer teams.
- **Price:** free Basic (10 minutes a month, watermarked); Starter $19/month ($14 yearly, about 12 minutes a month); Pro $89/month ($59 yearly, about 60 minutes).
- **Watch out for:** plans are capped in minutes of video, and downloads are Full HD 1080p.

It covers 140+ languages and voices and dubbing in 70+ languages, and shares through links rather than social publishing.

**Verdict:** the most business-ready avatar tool here; HeyGen or Vidpal suit feed content better.

### 8\. Luma: best for shot control, keyframes and HDR

Luma, now presented as Luma Agents on an infinite canvas, generates video with its Ray3.2 model plus third-party models such as Veo 3.1 and Kling 3.0.

- **Best for:** designers and filmmakers who want keyframes, reframing and HDR in one workspace.
- **Price:** Plus $30/month ($25 yearly); Pro $90/month ($75 yearly); Ultra $300/month, per [Luma's pricing page](https://lumalabs.ai/pricing). No free plan is listed.
- **Watch out for:** 1080p costs four times the credits of 720p.

Ray3.2 makes 5 or 10 second clips up to native 1080p, in SDR, HDR or EXR, with up to 16 keyframes through the API. No social publishing.

**Verdict:** for people who care how each shot is framed and graded; too costly for casual posting.

### 9\. Pika: best for trying many video models cheaply

Pika bundles its own models, including Pika H3 Flex (launched 29 October 2026), with third-party ones such as Kling 4.0 and Gemini Omni Flash under one credit balance.

- **Best for:** hobbyists who want to try several models without several subscriptions.
- **Price:** free (credit packs only, no commercial use); Starter $10/month ($8 yearly, 600 credits); Creator $35/month ($28 yearly), per [Pika's pricing page](https://pika.art/pricing).
- **Watch out for:** plan credits do not roll over, and free daily H3 Flex generations are a limited-time offer.

Video Studio goes up to a 30-second multi-shot video, with separate speech, music and sound-effect tools. Free exports carry no watermark. No captions, no publishing.

**Verdict:** the cheapest way to learn which model you like before paying for it directly.

### 10\. Pictory: best for turning articles and slides into stock-footage videos

Pictory turns scripts, web pages, documents, PowerPoint decks and recordings into narrated stock-footage videos.

- **Best for:** marketers and trainers who want video versions of existing written content.
- **Price:** 14-day trial (720p, branded); Starter $29/month ($25 yearly, up to 30 minutes of video a month); Professional $59/month ($35 yearly, up to 90 minutes).
- **Watch out for:** no free plan, no refunds on paid subscriptions, and output stops at 1080p.

It uses Getty and Storyblocks clips, ElevenLabs voices in 29+ languages and automatic captions, in 16:9, 9:16 or 1:1. Sharing is by link or download. See [Vidpal as a Pictory alternative](https://www.vidpal.ai/alternatives/pictory-alternative) for short vertical video.

**Verdict:** good at longer explainers built from existing text; for daily vertical posts, Vidpal does more of the work, including posting.

## Also considered

Hailuo, MiniMax's app, makes 4 to 15 second clips at up to 2K from $10.50/month, but its plan page still advertises Sora 2 access that OpenAI says has ended. Fliki, a voice-led script-to-video tool, appears in our beginners' guide.

## What 30 videos a month really cost: a worked example

Take a common plan: 30 videos a month, each 45 seconds long, roughly one Short a day. That is 1,350 seconds of video. For footage models we priced only the raw footage and assumed every generation works on the first try, which it rarely does. For Vidpal the price covers the finished video.

| Tool | How it bills | Needed for 30 x 45 s | Cheapest plan that covers it | Still missing |
| --- | --- | --- | --- | --- |
| Vidpal | 1 credit per short video | 30 credits | Pro, $39/month (40 credits) | Nothing; you review and post |
| Runway Gen-4.5 | 60 credits per 5 s | 16,200 credits | More than Max's 9,500 credits ($95/month), so Max plus bought credits | Script, voice, captions, editing |
| Luma Ray3.2, 720p | 100 credits per 5 s | 27,000 credits | Pro, $90/month (40,000 credits) | Script, voice, captions, editing |
| Luma Ray3.2, 1080p | 400 credits per 5 s | 108,000 credits | Ultra, $300/month (150,000 credits) | Script, voice, captions, editing |
| Gemini API, Omni Flash 720p | About $0.07 per second | About $94.50 | Pay as you go | Script, voice, captions, editing |

*Details taken from each tool's official website on 6 November 2026.*

Footage models make something Vidpal does not: original footage that looks filmed. For a daily feed of narrated Shorts, though, paying per second of invented footage is the expensive route, so a sensible mix is a footage model for the occasional hero shot and Vidpal for the daily posts.

## How to choose the best AI video generator for you

Start with what you will post and work backwards:

- **If you post faceless Shorts, Reels or TikToks several times a week,** pick Vidpal. Starter covers 15 videos a month, Pro covers 40 and adds scheduling, Business covers 100.
- **If you need a few striking shots a month,** take one footage model on a monthly plan and cancel between projects.
- **If your audience expects a face,** choose HeyGen for marketing or Synthesia for training.
- **If you sell what you make,** check commercial rights; Kling's and Pika's free tiers exclude commercial use.

Whatever you pick, YouTube asks creators to label realistic altered or synthetic content under "AI use" in YouTube Studio, as [YouTube's help page on AI labels](https://support.google.com/youtube/answer/14328491) explains, and its inauthentic content policy targets mass-produced, repetitive videos.

Keep expectations realistic too. Vidpal published its own test of [38 AI-generated Shorts posted in three weeks](https://www.vidpal.ai/blog/ai-generated-shorts-case-study-2026): from 16 September to 5 October 2026 they drew 13,538 public views across seven test channels, but the median Short got 36.5 views and one small channel produced 81% of the total. AI Shorts can find viewers, and results depend on niche and packaging.

![Hand holding a smartphone upright while recording a vertical video of a street crowd, with the red timer running](https://tweedsmag.org/wp-content/uploads/2026/11/ai-video-generators-phone-recording-vertical-video.jpg)

Most AI video ends up on a phone held upright, so 9:16 output and readable captions matter more than 4K.

## Frequently asked questions

### What is the best AI video generator in 2027?

For most people who need finished videos to post, the best AI video generator is Vidpal. It turns a topic, script or web page into a narrated, captioned vertical video and can schedule it to Instagram, TikTok, YouTube and LinkedIn. For cinematic generated footage, Google's Flow, Kling and Runway lead. For talking avatars, HeyGen and Synthesia are stronger choices.

### Is Sora still available?

No. OpenAI's help center says the Sora web and app experiences were discontinued on 26 April 2026 and the Sora API on 24 September 2026. Former users can export their content before OpenAI deletes Sora data. As of November 2026, alternatives for generated footage include Google's Gemini Omni Flash in Flow, Kling, Runway, Luma and Pika.

### Can ChatGPT make videos?

Not on its own as of November 2026. OpenAI's pricing page lists image generation but no video generation on any ChatGPT plan. Video inside ChatGPT comes from third-party plugins, including Runway, HeyGen, Synthesia and Pika. A simple alternative is to write a script in ChatGPT and paste it into a finished-video tool such as Vidpal Studio.

### What replaced Google Veo?

In the Gemini app, Google says Gemini Omni Flash replaces Veo 3.1. In the Gemini API, three Veo 3.1 preview models shut down on 22 October 2026, with gemini-omni-1.2-flash named as the replacement. Veo 3.1 remains available to businesses on Google Cloud, with retirement listed as 4 May 2027 or later.

### Is there a free AI video generator without a watermark?

Few, and each has a catch. Pika's free plan exports without a watermark but has no monthly credits and no commercial license. Runway gives 125 one-time credits. HeyGen's and Synthesia's free videos are watermarked, and Vidpal's free plan is a four-credit trial with a watermark. For regular watermark-free output, expect to pay from about $8 to $19 a month.

### Which AI video generator is best for YouTube Shorts?

Vidpal is the strongest choice for YouTube Shorts because it makes vertical 30 to 90 second videos with voiceover and captions and can schedule them to YouTube on Pro. YouTube accepts Shorts up to three minutes. Footage models such as Kling or Google's Flow suit a single eye-catching shot inside a Short rather than the whole video.
